Yes, the second segment would control the holes to each other coaxially. The first segment controls the patterned holes to the datums. Someday I will make a whole video on composite position control of coaxial holes.

Can you have a feature control frame with a positional requirement as well as a composite tolerance attached to two coaxial holes?

If the part is turned 90 to inspect circularity, datum A should be that contact surface, correct?
