Yes they can see! Horses also use flymask, essentially a head covering made from mesh to keep the eyes and ears free of large bugs and they can see through those aswell.
Awesome. I've always hated the noise and disorderliness at Notting Hill Carnival but went along with my mother for a chance to glimpse a mounted police officer. I even visited Imber Court training centre with my stables and briefly considered becoming a mounted officer as a career path, but I simple smoke too much weed for that; even at the 420 demonstrations in Hyde Park, I cannot help approaching officers for a chance to say hello or thank them for monitoring the event, keeping it peaceful,. That and keeping working horses in London, as they are long part of its history and a great reassurance to the public.

As it happens, I have a hobby in which I try to see as many police horses as possible. Patrol times are regularly changed (so that criminals can't accurately predict where they won't be at any one time) so finding them is a game of chance & observance. As for crowd control duty, you can generally see them if you go anywhere that traffic news advises you to avoid due to a football match.
Those horses must know what's to come as they get tacked up like that.....yet they are so calm. What wonderful training.
