I have an idea...
What if Deku had a Quirk that made him immune to the abilities of Quirks? It would make sense for him because it wouldn't really be able to be seen. The only way he'd be able to realize is when Bakugo is bullying him. Like all abilities of a Quirk. Like, if All Might threw a full powered punch it'd feel like a tickle. Then you can do anything you want. It's broken, completely broken, but that's the point.
Cool idea, but what if instead, he was immune to any non-physical attacks.
For example: let's say kirishima punched deku with his quirk activated, it would pack for more power, but overall would still just be a regular punch. Now let's say he could be immune to bakugo's explosions because he isn't making physical contact with deku.
But this is just a suggestion.
