If I'm correct, during the sludge villains attack, there was always the that strong hero with the yellow brackets, cant remember his name, but if Deku took the time to copy that quirk he'd at least be stronger than he is now in his base, but nothing too out of the ordinary. and on the off chance that he were to copy One For All, we could speculate that there's still a chance that he couldn't copy the saved up stockpile of power and only have to stockpile it's self to grow off of.
I think it'd be very similar to what happened with Monoma when hetried to copy Dekus One For All in the show. Bascially copying the quirk, but not having the prebuilt stock pile of quirks all for one has, as well as if he copied One For All he'd have the quirk but not the stockpile of power within it basically just having a quirk that can give quirks and a little bit of a stockpile that could grow his basics the longer he keeps it.
