An OCXO Development Board by SCS Part 2 FAIL

Par 2 - BAD OCXO?!!!
Part 1 - I wanted to build a 16MHz standard and I had a 16MHz 5-Volt OCXO. I have on hand a Development Board supplied by an E-Bay seller “SCS-ct” (link below). Here I populate the control section of the board.
