The Baltimore County Police Department launched an investigation after discovering an incident in Baltimore City that involved a use of force. Since the incident took place in a neighboring jurisdiction, the Department followed standard operating procedures and informed local authorities. On September 27, 2023, at approximately 3:30 p.m. Corporal Z. Small responded to Baltimore City in reference to the escape of a detainee while in the custody of the Baltimore County Police Department. The detainee had been arrested for numerous incidents of armed robbery in Baltimore County. The footage was recorded the BWC worn by Cpl. Small.
