I think what happened here is that the games and anime were in their development stages at around the same time. We know that in the anime, Mark repeatedly uses God Hand in the match against Dark Emperors to create an emotional scene, evolving the technique along the way. My guess is that the anime team asked the game team to have this God Hand evolution in the games because it was that special, which they ended up doing.
