In social science its called "social engineering" where in structures are need to be aligned with cultural and geographical statutes. Just a vote of "no confidence" can be ousted anytime in parliament and lose the power. In Federalism is all dissemination of executive powers to the local autonomy. You can argue that corruption can be lessen since you can expect lesser bureaucracy from unilateral decisions coming from national government. Also cultural and linguistic problem can be addressed in Federalism since autonomy is the name of the game. FYI walang bansa na walang corruption.
