Does it have a thermal lining or is it just against the rain? In other words, do you use it pretty much all year, from the summer (against the rain more than the cold) and in the winter (against both rain and cold)?
The leg apron I have is very similar to your one, I don’t have the first set of clips at the top, my straps go down and clip and the middle, makes no sense
