im sorry if this seems like a dumb question {i live here in the state} are there any rules, regulations, and penalties {possible jailtime} for collecting bones specifically all i can find are rules on taxidermy and tanning and what rules and penalties if you taxidermies but have no intention to sell I'm a bit nervous about asking the wildlife reservationists directly

No, that’s a great question! The main regulation on picking up bones is the migratory bird treaty act (MBTA). I do recommend you look it up to read the details but basically it’s a law that protects pretty much all bird species except domestic ones like chickens or ones that are often hunted, like turkeys or quail that have specific hunting seasons. This means that it’s illegal to own any part of the bird, including bones or feathers. Other than that pretty much any other animal is fair game if you find just the bones. Finding the whole animal can sometimes be tricky if they have a hunting season. So like if you found a whole deer on the side of the road you would probably still wanna call the game and fish to let them know that you found it so that you didn’t get in trouble for having a deer that you didn’t have a tag for. I know it’s a little intimidating to call the game and fish, but they won’t arrest you for just asking a question. Hope this helps!😊
