I speak 4 tongues, and i'm pretty sure she mixes accents, she says "I" (eye) and then proceeds to (Sland) like if she was going to continue the english word in spanish, then it sounds like (EyeSland) on latin languages, the "S" doesn't sound "muted" in most words. For someone learning english for example, it's pretty weird when they learn that Island you talk "EyeLand" the "S" is inexistent when speaking.
My guess is that she is that she is most likely Cuban or something, considering there are a lot of Cubans living in Miami (or Vice City in the GTA universe.) She also has Spanish pronunciation of some words, which is the official language of Cuba.
