I did some testing and if you want to try to "gamble" your cash and receive more, the best safe to do so is the police safe. You end up getting 50% of your cash back most of the time and a lot of the time you end up getting more than 100% back, when I bought 20 police safes I spent $700,000 and I profited like $200,000. Maybe I was just lucky? I'm not sure The cash rewards can also vary, like for example I got $50,000 from a common but only $11,000 from an Epic, but my next epic I got $98,000. I'm not really sure how it works
I think you are right about this! Tier5 does give only 25% back in most case while Tier3 (police safe) gives 50% most the time. But there is no insane payout when you hit legendary. Well, it is all game of "chance". I will just go back to normal grinding.

So I found a glitch that is very game braking… it doesn’t show any of my items in the trading thing so I can’t trade stuff and I don’t know what to do I can still use the cars and textures and stuff but I don’t have them in trading and I don’t know a way to contact a mod to fix this problem

Here is a way to get money fast with vaults, trade cars which are around the same value to the safe you want then add like 5-10k extra and ask people for the safe you want as it will be a L for you but if you land on legendary its a big W and its better if you are poor after the update but got alot of cars
well ye you could get cash but u still have to spend some cash and this is not guranteed. I spent 2.1 mil and got nothing and have barely any cash left now. So cant really do this
