I would Just press A3-3 to Lower the AZ Rods And PK-AZ (All the Red ones and AZ Rods, with the Red Bulb flashing Above the Selector) to Shut it down, But First would have Stopped the Turbines Controlled
It doesn't damage the Turbines tho if you don't shut them down first. They were fine after this. Also, Reactor Controls wouldn't let me initiate A3-3 and A3-5 and the other button for some reason. They were only usable when doing something wrong with rods so yeah... that's my experience with these buttons.
