Hello, is this m/f/d, 75%, E 13 TV-L1) enough to live decently in Tubingen?
I would guess these fish in the Neckar river are trouts. NRW is, by quite a distance, the most populous German state in which Cologne is the largest city. On the opposite end of the spectrum, there are three cities (Bremen, Berlin and Hamburg) which are states of their own right. The Saarland is the smallest of the non-city states, it has fewer inhabitants than the city of Cologne.
Oh wow! I didn't know about Saarland. My goal is to visit all of the states while we are here in Germany!

I'm not sure sorry!! I think they do Public Policy if that is similar to what you are thinking? My subject is quite different so I don't deal with the Public Policy department.
