I wouldn't call this whole episode "saving budget," probably much harder to do because of the one take, they're definitely redo this a lot until perfect.
I haven't seen this type of creative, experimental work around for a low budget anime ep since the last two episodes of Evangelion I'm not even being ironic here, this is just too fricking good
AC-Bu (AC-Club), the animation team behind this skit, are actually pretty well-established and been doing high-quality animations for years. For example, the opening animation in No More Heroes 3, that Ghibli inspired intro was AC-Bu. They were responsible for many music videos in Japan, like "Galo Sengan", "HEART", and "THERAPY." For AC-Bu in particular, they are famous for making visuals and skits that transcend commonplace or traditional idea of animation. What you're watching isn't low-budget, you're watching one of the most treasured animation teams in Japan dabbing on anime by not doing anime. Because anime is for otaku and children.
I can only imagine the long hours of work which went into that many pages of flip art just for the 1min 30second opening, before the actual show flip art becomes 4 times as long.
the worst part is that they didn't just show the whole episode again but those two did the whole thing a 2nd time from scratch, you can compare the two version and have slights changes on how they move the pages.

im not sure how the budgeting works exactly but i imagine the only way they actually saved budget was by not hiring voice actors for this one

this episode somehow broke my expectations
I think many people were waiting for a follow-up to Hellshake Yano from S1, but no one expected it to be an entire episode done like that
