It was actually noted from the developers that they took advantage of how little reference they have of Roger and made him with a lot of improvs/freedom.
That's why Zoro and Sanji are way stronger than Luffy, cuz the Rubber kid only has his fruit, while they trained their bodys and mind to the max, without cheap tricks
