    From N. Subramanian reference book, for bolted, w=(overhanging leg) - (Angle thickness /2)
    for welded
    w= overhanging length
    Page no. 589 , eighth edition 2012

      For angle 100*75*6, welded connection is used
      Suppose connected leg is 100 mm and overhang is 75,
      Case i)
      w=75
      bs= 75
      Beta value= 1.2069
      Tdn= 290.30 kN
      Case ii)
      w=75- 6/2
      bs=75
      (This is as solved in book, but for welded bs=w, so this contradicts)
      Beta value= 1.215
      Tdn= 291.10 kN
      Case iii)
      w= 75-t/2= 72
      bs= 75- t/2= 72
      Beta value= 1.222
      Tdn= 291.784 kN
      The point is about the right kind of method/knowledge not the coincidence that the answers are almost same for these cases.

    why we providing more factor of safety in case of shear failure of steel

      Factor of safety means
      Suppose a structure can bear 100KN load and we are designing the structure up to 150KN load resistance (FOS). So FOS means In addition to its original bearing capacity we are designing beyond its original bearing capacity so that the structure can resist even if the more loads acts on it.
      Its for the purpose of safety

    Design a builtup column consisting of four rolled steel angles of grade 410 steel for a 5m high laced column to carry a factored load of 2000 kn . The column is effectively held in position but not restrained againt rotation at both ends
