sir as per my experience 10% values are not mentioned in any IS code clause
its is a experimental value
which is shown that if the resedue does retain on 90 micron sieve more than 10% than consistensy of cement will be incresed due to which, strenght will get reduce.

Same statment I was shared with my client they directly ask me where is written in IS 8112
