If you have a special event Celebi taking the lead of your team, go to the Ilex Forest. Interact with the shrine and Ethan or Lyra will arrive to see what’s going on. Celebi will travel back in time and you’ll find yourself at an unknown spot, where a little boy in red hair is having an argument with Giovanni. After the boy in red hair takes off, Celebi will teleport you to a cave of some sort, where Giovanni is confined and listening to a broadcast on the radio, explaining that Team Rocket has taken over the Radio Tower in Goldenrod City. After a brief conversation, you’ll have a battle with Giovanni. Nidoking will use Focus Energy to boost its critical hit ratio, which will make Shadow Claw more easily deal a critical hit. Kangaskhan will use Dizzy Punch for a 20% chance of confusing the target and Sucker Punch to strike first. Honchkrow will use Swagger to confuse the target and Dark Pulse for a 20% chance of making the target flinch. Nidoqueen will use Earth Power for a 10% chance of lowering the target’s Special Defense stat and Superpower to deal great damage but lower the user’s own Attack and Defense stats. After the battle, Giovanni will leave, and you’ll be warped back to the Ilex Forest in the present time.

God I just realized, this is a possible reference for the dev team, a callback to the fact in Gold and Silver's original alpha 97 builds, game files show that Giovanni was intended to return during the radio tower segment in beta goldenrod city.

You know, when I played Pokémon Sapphire, I used a Sableye on my team, mostly because it was the one Pokémon with no inherent weaknesses at the time.

If Giovanni stayed a Ground-Type gym leader, here's what I'd give him for teams:
Initial battle: Nidoking, Nidoqueen, Gligar, Marowak, Rhydon
Rematch: Hippowdon, Gliscor, Nidoking, Nidoqueen, Flygon, Rhyperior

Nah Pokémon from gen 1-4 are all available/ transferable so the games could be compatible w diamond and pearl.
