Sure thing! So, Texas Constable offices are law enforcement agencies that are provided by the Texas Constitution, which calls for an election of county constables for each precinct of a county. This was the Harris County Precinct 1 Constable's Office. The reason why Houston Police didn't respond was that the Precinct 1 Constable's Office was within the area of the crash and the crash occurred within Precinct 1 as it was probably near the County Courthouse, which the Precinct 1 Constable's Office in Harris County usually patrols near. I live in Houston and when I drive near a County Building in Downtown Houston like the courthouse, I always see Precinct 1 constables on standby and patrolling. So, deputies for each precinct's constable's office in Harris County are basically police officers and have full authority but each precinct's constable's office usually patrols within their precinct zone in Harris County.
On an electric siren wails are pretty much considered the normal drive to the scene no traffic kind of thing, you use Yelp when you hit moderate traffic or at red lights, and when you hit bumper to bumper to hit them with a mixture of yelp, priority, and the horn.
Why so many different lights on US emergency vehicles, red, amber, blue!! Should be like the UK all emergency vehicle have blue lights, at night the red lights blend in with all the rear lights on cars trucks etc. were as blue stands out straight away!
It’s all a matter of how the country or city wants it, another factor is the traffic, traffic in European nation reacts considerably better than you would see in your typical American city.

Because the wail is sexy, duh. They use it when coming up to intersections to help warn drivers they are approaching.
