On 12/13/2022, Quebec government website finally posted all the eligible universities and colleges that international students can attend and pay the same tuition as the local students (average $3,000 CAD per year). The requirements are (1) study in French; (2) at a designated learning institute (DLI) located outside greater Montreal area in Quebec; (3) study in information technology (IT), engineering, social & health services, or education (including early childhood education). This program is effective from Fall 2023.

Sadly, i checked the requirements for FDU for the MS Biology course in Biotechnology concentration they don't really say much about IELTS or free application whats worse is that they require GRE if you want to go for masters program.. feeling lost now, but no doubt your video was helpful for Queens Univeristy. :)

University of Waterloo has long history of computer science and technology such as FORTRAN compilers, collaboration with IBM, DEC, RIM (Blackberry), and into various research such as AI, Deep Learning, Quantum Computing, etc.
I haven't come across university in Canada with free application fee. Do mean the advicer do the waiver? Scholarship is different from application waiver.
