I prefer to use second option when you have difficulty in placing the plan and finding the length does not fit the sheet, by rotating it, enables you to fit and place it without the inconvenience of having to realign components etc.My opinion anyhow.There is also a method of customising the title so it does not rotate annoyingly too.
Revit is finding big brain smart ways to solve stupid problems. This is better, a simple solution for what should be a simple problem. Nice one

The 2nd method can be used when the height of the view due to the scale is larger then the width for example.
