So all im saying is, what if no one even had to report cause even the distance from fda to the event centre was no where close to a big deal

Because people attending are buying with the comfort that organisers have done due diligence with vendors. Plus you should get stakeholders involved, MTTD for regulating traffic else even that traffic amounts to public nuisance etc.
