I don't like that they spend 10 seconds of each round just charging up. Sagat literally let Ryu charge up right in front of him and missed every attack in round 5.
Sagat play style depends on meter. That's why he's able to combo break and counter often. The special power makes up lack combos he has himself. Ryu ai recognized it and chose to charge himself . Sagat has to let him if he wants to charge his on meter. Good showcase for both characters
