Those small details make this movie epic. There is not a single thing that isn't necessary. Everything is perfect in its place. You know two times the narrator says "powerful people come from powerful places", at first it feels like he is just saying it casual, but at the second time he is saying it again as he confirmed his point. Both times it feels different, that's the best about this movie.
KGF also stands for kannada's greatest film

The reason why Rocky didn't kill Garuda during the Statue opening is because he is following the trail of bread crumbs (aka gold) and he hasn't reached the origin of it. He knows very well killing Garuda will end the trail then and there and he might not get a chance to reach the source of the bread crumb. It is definitely not premeditated as in, he didn't plan to win over that 20,000 mine workers as he had no idea such a thing existed until later in the story. Winning over the mine workers is more of a side effect of his action.
