It's pc so pc have privet match early update acces to create solo games than console but now you can make all specs too on console solo by pressing the "d" cros pad down on any spec ops to open a privet room and start it whit no restrictions of a player friend, same on coop if you want to farm money, crowns or do ur daylies with no problems or toxic people on hard killin you
Anubis is the only mision on hard solo not that much of a challenge if you have coins to spare for me is more challenge pryat solo or sunrise even mars too so you need at least 1 team mate

after last update they allow to start room with 1 player on PC. so maybe they didnt allow it on console
