Anyone can have an observatory just by creating a room that has a skylight type window! Most people prefer that the window will open so you can have a clear view of the stars or a clear view thru a telescope!

I think that brass bull had a "perpetual calendar" in that slot. My mother had one similar with a little brass dog on it.
