Because it give more than 99% strength after 28 days curing soo generally it is done to check the required strength is achieved or not after 28 days of curing

Yaa it's true but generally during preparation of Mix design it should be check for the 28 days strength.....again one thing you mentioned about the cement ...if that cement is used after 3 months from the manufactured date than what will happen do you think it will give the same amount of strength.....and now a days the quality control took a very good pace due to which 28 days curing is not required....just 10 to 14 days also curing depends on the type of cement.
