S1 Eleven only buffs MAGIC DAMAGE of her own summons based on the number of her summon on the field. (5% magic dmg for every of her summon on-field) S1 Eve buffs DAMAGE all allied summons by 20% when she is on-field. I would highly recommend getting S1 Eve if you are playing summon teams.
At this point it really depends on whether you need another Arcane Sinner that only breaks one core per skill use. The only interesting thing she brings to the table is that she has summons that can help deal additional damage. However, it really depends on your playstyle. In Summary: If you have enough funds, go for it. If not, consider saving for some other sinner in future banners (rerun or otherwise). For new sinners you have Eve (can't break cores, deals damage and debuffs through her 2 summons; one is deployed when battle starts and the other is deployed during skill use.)

Save your rolls for any sinners that breaks cores (Langley, Raven, Eirene etc.), tho most likely they will come to you when you do pulls on rate up banners and fail to get the rate up sinners as you play the game. In terms of upgrading, prioritise leveling any S-Rank Sinners that can break cores before leveling any other characters. Some Non-S-Rank sinners can be upgraded (the ones I used when I first started out were: Hecate, KK, EMP, Labyrinth, Ariel and maybe Hella & 99) these sinners should be able to carry you through most of the story and events until you gain an S-Rank Sinner that can take their place. Prioritise getting Hamel. She is a healer which, as of now is the most important sinner that is a must have as she significantly makes your life easier with her passive healing (healing without need a skill activation) as compared to Ariel’s active healing (requires skill activation to heal). From what you’ve mentioned, you have Shalom, NOX and Coquelic and Summer. Prioritise leveling NOX and Shalom, followed by Coquelic then Summer (or just ignore Summer entirely, it’s really up to you. I don’t use Summer often so I can’t say if she’s helpful or not)
