This really was Italy's timelapse! After getting Istria peacefully, they made for a great foe against the French. I don't know if it's possible in game for the AI to get Algeria too, but in this timeline it would make sense for Italy to get it. The Dutch too made a great difference, and were the ones who got the most (proportionately) from the peace negotiations. And the Turanists, of course! Very unique timelapse, congrats.
