There is already a Lyon-Turin base tunnel, the The Fréjus Rail Tunnel. However it is old and single track. But it works perfectly and does not cost billions of dollars for an already existing infrastructure.

You are kidding with the working perfectly. It is overcapacity, leading to thousands of trucks for freight, and has no modern safety infrastructure that can be added. Its is only allowed to be used due to the extremely reduced frequency. And lately, there has been even more issues reducing train traffic.
