Rusty old wrench restoration

I got this old Swedish Bahco adjustable wrench from my grandfather, needs a makeover for future builds!
Satisfying restoration, no music, ASMR friendly.

For it to get like this does it mean all of the chrome plate has come off? If so how long did the finish last without rusting again, I just want to know if it's worth doing.

restoration tends to be complete dismantling and restoration (as in this case), cleaning is cleaning without dismantling.
