I would say practice or lessons because I am not a beginner and everyone likes my art. The thing is I never had lesson so you can take bits and parts from other drawing and make them new. I don't know if this help or not.
For a general art style development, practice is key. There is no shame in using reference, as long as you are stealing someone's work and claiming it as your own. As for digital art, Arty uses Paint tool sai, and a Wacom Bamboo tablet :)
