Bakugo looking at Midoriya crying during a moment where he would most likely be cheering seems to me that Bakugo knows there's more to All Might's message because of Midoriya's reaction. Or at least he's figuring out that there's some kind of deeper connection between Midoriya and All Might.
Because Deku kinda hinted it to him in season 1 when Bakugo left class and Deku chased after him. It was only a matter of time Bakugo would put two and two together

He planted his feet and held the line with two broken arms to what he thought was his dying breath. Hell his eyes were tearing up then and he still kept saying that he wouldn't let Muscular past him. Don't dismiss Midoriya because he has emotions, he just watched the end of his hero's career. And don't EVER call that man scared, he was the only one who saw All for One show up when they had Bakugo and tried to step forward to do something.

Bakugou's reaction to him crying is very important and the key detail to the future. It was the end of the Symbol of Peace, All Might could no longer use his quirk for long. There is one thing I had to say.... You all wanted Deku to comeback and fight. Here is couple of things wrong with that... Deku doesn't know how to fully control One for All. At this moment here he can only use 8% without breaking his bones... the Manga he now has 12%. Also Deku can't risk breaking his arm again because if he did, he will never be able to use his arms again as the next breakage, it will be beyond repairable. All for One being responsible for inadvertently creating One for All, he knows Deku is far from ready. But more importantly, Deku doesn't has a hero license. So if he did return to fight and not killed by All for One which would happened. He would been arrested for doing hero work without a license, as to reason why Endeavour gotten credit for taking down Stain when Deku, Todoroki and Ida was the ones who defeated him.
I thought a pretty sad part was when endeavor came into the battle and started thinking about all the stuff he did to get to the number 2 and seeing all might look so weak he was like "all that I did to get here and your looking like this?" idk
