sadly you need to promote them twice and honestly grinding in this game is a hell since you can’t speed up the time it takes for enemies to come out (excluding the actual ingame speed up) and the auto-complete does the level again for a maximum of 4 times

Nah. They work differently. Saria is good for her arts resist debuff and slow on her S3. She also can be a good SP battery with it. While Shu is mainly used for her unique teleport. Shu is better at stalling enemies. While Saria is better at helping your arts dps to beat their enemies faster. For skill 1 and 2, they are basically the same. So I don't think anyone is superior.
