The emo crates are a little bit different than the name suggests instead of giving you more ammo think of it as like the sonic shoes from the monitors in Sonic the Hedgehog
If the bullet boxes gave ammo i think they would not be allowed to upgrade since getting new bullets mid game would be too op and you would reach all guns very quickly.
