Tsunade could have mentioned reports of poachers in the 'Land of fire' and the Daimyo wants it investigated as pets owned by the Daimyo have been reported missing, The hunters might think twice about hunting Naruto if they think he's a pet of the Fire Daimyo, Especially if they think they're under suspicion and could be executed if found guilty of the thefts. Though Tsunade could ask Danzo to have his Root ANBU deal with the hunters (Since they do jobs that Konoha can't do publicly).

@@jayewrite1256 Maybe the hunters had some form of ninja training, Or they took the direct routes while the Shinobi were moving slower and moving while staying hidden from the hunter as they move, Those would be might my best guesses.
