Great video.. checking out used school buses takes time. Just to add...The injection system HEUI (hydraulic electronic unit injector) uses high pressure oil and activated electronically. Any loss of pressure or electrical causes problems but an engine code would most likely pop up. Stick to older buses overall this DT is a good engine. I would stay away from MaxxForce ...saying this from experience 😉
What year was the IC and BB you drove? I thought IC did both chassis and bottom for the past several years, did not think they still shipped the chassis to other body companies anymore. Other question, if they were in a flood, how can you salvage the computers? The computers are mounted on the side of the engine so if the engine emerged, the computer should be non useable. Right?
I know you are trying to know how to unlock the vehicle speed limiter. Here is a method that might work on the Internationals-In order to activate the override if it is enabled, (X) the vehicle must be at the maximum vehicle speed allowed or the maximum cruise speed if cruise control is turned on. The driver then double-pumps the throttle. This is done by starting with the foot all the way to the floor, (X) fully releasing the throttle, (X) quickly returning to full throttle again, (X) fully releasing again, and finally returning to full throttle. (X) A message in the information center in the dash will indicate to the driver that the override is now activated. This might work, I know its a Navistar program in the code for the larger MaxxForce engine(11/13L). Let me know if this works. I would try it with a newer MaxxForce DT.

your lexus looks to be lowered. (lowering springs maybe?) that inside wear on the tires is caused from some mean camber wear from being lowered. not trying to be a douche lol just spreading information.
I am guessing that has a DT466 in it? Depending on the year or a Maxxforce DT? Sounds like it has bad injectors. I hear the turbo just fine when it was parked and he was revving it. That or it's just really stiff and needs a highway drive. Those 2005-2007 International Blue Birds are pretty rare around here.
Dillon Rathan give her a fresh tank of diesel and let it high idle of 30 mins see if that helps pretty sure that 466 has the hydraulic injectors so they probably just need to loosen up

18K is steep! The DT466E diesels run poorly when they're cold. This one sounds like it needs the injectors/seals checked out.
