This is what I think happened: Rakai had already asked Kai several times before and was told no each time, so he knew he wasn’t supposed to. However, Ray likely didn’t know that Kai had previously refused Rakai’s request. Rakai took advantage of that and decided to ask Ray instead, knowing Ray would probably say it was fine.
It’s like when a kid asks their dad for permission after their mom already said no, but the dad doesn’t know the mom said no.
Now, I think Ray is upset because he didn’t realize Kai would be angry, nor did he know that Kai had already refused Rakai in the past. Ray probably feels like Rakai put him in a bad spot and made him look inconsiderate because he unknowingly went against Kai’s wishes.
On the other hand, Rakai is upset because, technically, Ray did give him permission.
