PMI Does NOT offer a methodology. Prince2 and agile are methodologies.

PMI's PMBOK provides a structure and approach for managing projects, is that not considered a methodology? If not what does it lack to be considered a methodology!?

The PMBOK is a framework. It is not "tight" as indicated by the video - it is non-prescriptive unlike PRINCE2. It is reliant on practitioners to tailor the framework to create their methodology.
