I've been thinking one possible solution would be a reverse correlation between budget and testing privileges. We already have a bit of this in terms of season standings, but I'd like to see it related to budget too. Raise the budget cap so top teams can spend more, but if they do so they get less wind tunnel/CFD time. Poor teams who don't have the money, give them more and also on-track testing. No changes to regs, everyone still has the same rules and restrictions, but give teams the options to trade money for testing time. Might be a good middle ground between not neutering the top-end performance of F1, while giving small teams a better chance.
I think the Peres thing is pretty simple. Who else are they gonna put in the car? They obviously don't want Yuki, Daniel's is nowhere, so why not just stick with the bad you know?

It exploited a gap in the rules, and they received no penalty for it. The FIA 'clarified' DAS out of existence later. "Well, there's nothing to say I can't" is the mantra of all the best engineers and designers.

Steiner finished last in 2023 and Haas replaced him with Komatsu. The result speaks for Kamatsu at least for now.
Komatsu came in in December. He had nothing to do with this car at least in the beginning of the season
