If you want to do all the rides and shows at Knott's, then one day probably is not enough. Soak City is located in the Main Lot of Knott's across Beach Blvd from the park. It's about a 5 minute walk from gate to gate.
I was there about a month ago for the first time in years and yes, many people made a spot on the fake grass and they had umbrellas and blankets/towels. They also brought in their own food so the rules for that don’t seem enforced.
