District just means they’re grouped together. I’m pretty sure it doesn’t affect the simulation, so it’s not like a team or anything.

how do you find images to use for the games. when i try doing it it requires a 90x90 pixel image which i cant find
You have to make sure the image ends in a .png or a .jpg. Sometimes I upload an image to Imgur, because the pictures automatically become a .png.
