    Great video, especially the piece on mindsets. I would argue that in a safety/personal secrurity sensitive operation, if the MIM is already building a team or tech bridge to analyse the incident (post triage), a comms can be issued ahead of the ticket being raised by the Service Desk. This is how we sometimes run a comms at Heathrow where outages of many critical level services potentially pose immediate safety/security vulnerabilities across the airport (rather than holding back for a ticket to be entered into the system). This is usually a very brief description or at least a brief acknowledgement of the issue, along with any relevant requirements, and is therefore well within the 15 minute window most of the time; as you say this initial comms is kept short. The MIM (also functioning as overall IT Operations Manager) is based in the heart of the actual airport operations control room, rather than alongside the rest of the IT department.
