Sir, the subject here is ability . So ability is a singular verb so *increases* will be the answer. Or your doubt may say " why cant ' *learner's* ' be the subject ? *Learner* has an apostrophe , which transfers it's subjective property to just the next word which is *ability* and all we have to check is wether ability is singular or plural .

The first sentence is right the problem is simple past tense structure is ( subject + past tense of verb) so, why 2ed sentences is wrong.
