This is totally believable when Nippsy got killed he had a meeting set up with the chief of police and the mayor. in the weeks leading up to his death he had been meeting with and organizing truce's with all the major gang leaders in his area.
The thing is all that beef and violence makes money for your local government it drives down the property value, as that happens, business leave the area which decreases the job market and makes the people in the area much more dependent on the government.
In return the Government instead implementing programs to build up the community and improve housing and schools, roads infrastructure parks buildings, recreations ect...They now can justify hireing more cops to police the area, more police means more tickets, fines and arrest. More arrest means, more court fees and penalties and cases for public defenders prosecutors / district attorneys more judges are needed, officers of the Court clerks of the Court. All this leads to jail sentencing and probation which means
more jails can be built. More wardens COs and PO'S all this means federal state and local tax money can be used.
The business is so profitable you even have private jails that investors have built because you now have a whole workforce of prisoners who work can be forced to work for pennies on the dollar... And again they received federal and state taxe and grant money to run all of this. There's a reason America has more people incarcerated than the rest of the world combined. We've made it into a business to generate wealth It pretty much has replaced slavery.
