I'm doing EXACTLY the same as you for Perfect Payback, but it won't register. I quicksaved just before trying, and I've probably reloaded to try again close to 30 times at that position. I also tried quite a few times on the sniper on the middle south part of the map, but no. Nothing works. Btw, just noticed on 1:25 that you're playing on easy. I'm not. Might be a factor here.
