The problem with magic is, it does not have enough multi hit skills, so you can literally build magic heavy evasion and be fine because the big hits won't heavy often, but melee and ranged have plenty of hard hitting skills with low cd. So the meta rn is melee eva ranged end/eva (depending on class) and magic heavy evasion from runes.
I would have two sets expensive for sure but i would have small scale melee and ranged evasion. ZvZ i would go magic and ranged evasion. So for tier 1 I had plenty of time to have both.. i know unrealistic for everyone but it worked for me. End of the day I would say what does the player prefer ZvZ or Small Scale. That decides which one to go.
It’s best to start saving now no need to waste lucent or sollant or making any more gear sets. All you need is 1 good set and wait till march grind it out and get your materials up your gonna need it homie always really good to be over prepared in a mmo

Which in Global Since Spears came out its been HEAVY Melee Players so you need Melee Evasion is a must for PVP right now But all this could change once 55 update comes I will be testing all gears and traits so it doesn't matter for me.

Absolutely your right it really just depends on how much time you got to spend on making Multiple gear sets
For ZvZ with the new spear meta melee/ranged can also be an good option. It depends on who you would be facing.
