"Our city is in deficit" => Raises the tax
"Theres a lot of poor people" => Kind of reduce the tax
"Theres not enough food for our citizens !" => Creates more farms
"The city needs more citizens" => ignore
"The city is not in danger by barbarians" => k. den
"The city is loosing the nobles" => creates a wonderful place with statues, trees and stuff
"Rome needs help for the 4th time" => Barely makes it
"Rome is displeased" => Gives gifts to Caesar
"The gods are mostly displeased of our heresy" => Creates tons of mini-temples
"The city needs more jobs" => Creates nuclear bomb to nuke the hell out of this council thats just pissing me off
