This policy will allow students to drop out of professional courses at any point and he can rejoin later at the same point. For eg. if Cyrus decides to to go back to law he can directly join from the point he left. The point at which he left will be available in the registry. Also a lot of MOOC courses certification that are available online like swayam, unacademy etc. can be used to get credits in your degrees. The registry can keep a record of all such courses done by the students.
Data security, policy debate aside, I am sure one will be able to control which documents you want to allow any third part to see, just like DigiLocker works currently you can share individual documents of your kyc with anyone you want to, options are NOT like you share all kyc documents or none at all, legally they will be forced to do it that way. I think all in all not a bad idea stand-alone more context is needed to understand how it will be implemented
